U.S. Flag - half-staff

Do you know why the U.S. Flag is flown at half-staff today?

And what the correct procedure is for returning it to full-staff?

"My Boy Scouts days are long ago, but I remember . . . . To put a flag at half staff, you take it to the top and then slowly lower it half way. To take down the flag, you slowly raise it back up and then take it down."
